The Council approved a comprehensive and operational set of measures with a law enforcement focus to step up the fight against migrant smuggling networks. These measures wich should reinforce the work carried out by Europol, include, inter alia, better inter-agency collaboration through, for example, an increase EMSC (European Center for the Fight against the Smuggling of Migrants by Europol) capacities; better use of available operational tools (such as EMPACT, CEPOL or the EU internet referral unit) and the optimization of the use of external assets available to the EU such as EU liaison officers, the missions and operations of the CSDP or new operational partnerships with third countries.
